Firearm case inside of checked luggage?

Does the checked bag that holds the firearm need to be hard sided and locked? Or can I place a hard sided locked case inside of a regular checked bag and declare it that way? So that there is no confusion, A locked approved firearm case inside of a regular clothes suitcase is legal or not?

The checked bag does not need to be locked but the firearm case containing the gun needs to locked. It should not be a TSA approved lock that would allow the TSA access to the gun. Yes, the locked firearm case goes inside your regular checked luggage, just be sure to tell the agents at the ticket counter.
